SUMMARY: The Deputy Fire Chief is under the administrative direction of the Fire Chief and is the second tier executive of the Fire Department. The Deputy Fire Chief has the authority to assist in the organization, management, and control of all activities of the Fire Department. The Deputy Fire Chief is authorized to detain for police arrest, any person interfering with the performance of Fire Department duties while at or going to a fire alarm or other emergency in the absence of the Fire Chief.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists in establishing measures to make effective the policies, practices, rules, and regulations necessary for the efficient operation of the Fire Department.
- Responsible for assisting in the proper management, efficiency, assignments, discipline and training of all members of the Fire Department.
- Helps schedule meetings of fire officers and/or other Fire Department personnel for transaction of the fire department business.
- Assists in making investigations and requires full and complete reports for all members of the Department.
- Assists in, and is responsible for, the prevention and extinguishment of fire and the necessary and incidental protection of lives and property in connection with any fires.
- Responsible for assisting with administering discipline within the limits provided in the City Rules and Regulations.
- Has authority to require the response of all off-duty employees to emergencies or other assignments when the Fire Chief is not present.
- Assists in developing and maintaining good working liaison with the public and agencies.
- Responsible for insuring that equipment, buildings, and safe working conditions are maintained, and safe working habits are practices.
- Assists in the budgeting for, developing and reviewing specifications and recommends purchase, lease, and major repairs of Department equipment items.
- May act as Fire Chief during absence of Fire Chief, as assigned.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION/EXPERIENCE: Extensive fire department experience in a supervisory and management positions; BS degree in Fire Science or related field is desirable; knowledge of all facets of the Fire Codes, Fire Prevention, Fire suppression and Emergency Management areas; ability to speak and deal directly with the public in an amiable manner; ability to communicate in times of emergency; prepare annual budgets and have managerial skills. This position requires a State of Florida Firefighters Minimum Standards Certification, EMT/Paramedic Certification and Florida operator’s driver’s license.
LANGUAGE SKILLS: Employee must demonstrate a working knowledge in communication skills, fire suppression, tactics and strategy, human relations, building construction codes and ordinances, fire prevention, community relations, hazardous materials, public finance, and safety practices. Employee must be able to speak and deal directly with the public in an amiable manner, and be able to communicate under times of emergencies.
REASONING ABILITY: Employee should be capable of supervising and directing fire companies.
OTHER SKILLS AND ABILITIES:
- Knowledge of all facets of the Fire Codes, Fire Prevention, Fire Suppression, and Emergency Management areas.
- Ability to assist in preparation of annual budgets and has managerial skills.
- Ability to lift 45 pounds or more.
WORK ENVIRONMENT/ADA: Employee may work inside an office environment, or outside in various weather conditions, from heights, on uneven surfaces, with radiant energy, in dusty conditions, and may handle solvents and chemicals. This position requires walking, standing, kneeling, bending, stooping, driving, equipment operation, depth perception, and lifting 45 pounds or more.
