SUMMARY: The incumbent in this class serves as the City's economic development director preparing and implementing long range goals and annual objectives for the City, including, especially, the Downtown tax increment district and the Airport Industrial Park.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Prepares financial reports, analyses, and budgets.
- Develops long range goals and annual objectives.
- Provides direction and support to Economic Development Committee.
- Prepares and presents action requests to the City Commission.
- Consults with City Manager, commissioners and other senior staff members.
- Participates in local business programs such as the Chamber of Commerce and the Committee of 100 activities.
- Speaks to civic groups.
- Writes reports and speeches.
- Develops computer applications.
- Represents the City in meetings with Federal, State, and County agencies.
- May develop grant requests.
- Attends professional workshops and conferences.
- Markets City owned buildings and land.
- Negotiates leases.

EDUCATION/EXPERIENCE: Extensive professional experience in the field of economic community development. Graduation from a recognized college or university, preferably with a graduate degree, or any equivalent combination of education, experience, and training is required.
OTHER SKILLS AND ABILITIES:
- Extensive knowledge of the principles and techniques of research in making economic studies.
- Ability to express oneself orally, clearly, and concisely.
- Considerable ability in writing complex research reports.
- Thorough knowledge of municipal finance.
- Ability to plan projects, estimates, and specifications.
- Ability to make comprehensive recommendations to community improvements problems.
- Ability to maintain effective working relationships with others, including County, State, and Federal agencies, civic groups and the public.
- Good professional judgment.
- Tact and courtesy.
- Ability to communicate both orally and in writing.
