SUMMARY: Work is performed under the general supervision of the Human Resources Director. The employee is expected to exercise considerable independent judgment and discretion in the performance of job duties. The employee performs a variety of tasks relating to the administration of the City's employee benefits and records, and other personnel services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Maintains accurate, up-to-date records pertaining to City provided employee benefits.
- Maintains various files regarding employee benefits and other personnel-related matters.
- Acts as liaison between plan participants and claims administrator as needed.
- Answers benefits-related questions as needed.
- Coordinates meetings and provides notices to retirees and current plan participants regarding employee benefits.
- Assists in preparation of bids related to benefits Open Enrollment Seminar.
- Assists plan participants with claims-related appeals and hearings.
- Performs New Hire benefits orientation monthly.
- Maintains HIPAA reporting standards.
- Review/Prepares accounts payable for benefits billings.
- Performs other related duties as needed or assigned.

EDUCATION/EXPERIENCE: Graduation from high school; (college degree in Human Resources, Public Administration or a related field is preferred); and two years of experience working with employee benefits and or employee records; or any equivalent combination of education and/or experience which would provide the necessary knowledge, skills, and abilities. Certified Employment Benefit Specialist (CEBS) certification will be accepted in lieu of work experience.
LANGUAGE SKILLS: Ability to read and interpret documents, including state and federal regulations, personnel forms, and reports. Applicant must also be able to communicate effectively with current employees and third party administrators. Applicant must have the ability to analyze and effectively communicate with superiors as needed.
REASONING ABILITLY: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. Applicant must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.
OTHER SKILLS AND ABILITIES:
- Considerable knowledge of general office procedures, processes and follow-up.
- Considerable knowledge of computer operations/applications and those specific to human resources.
- Knowledge of benefit plans and of record-keeping systems.
- Ability to carry out proper procedures in processing insurance claims and other benefit services.
- Ability to establish and maintain an effective rapport with all benefits provider representatives.
- Ability to organize workload and comply with priorities and deadlines.
WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may be required to sit for long of periods of time performing repetitive functions. Some of these functions include: filing, reading/writing reports, and processing forms. At times, the employee will be required to conduct field inspections which will require the employee to move around and maneuver through various field environments.
