SUMMARY: This position oversees water, wastewater, reclaimed and industrial pretreatment monitoring to assure compliance with State and Federal regulatory agencies. The Environmental Compliance Manager determines appropriate chemical and microbiological tests to be employed using NELAP certified methodology and electronic instrumentation. The Environmental Compliance Manager reports to the Utilities Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Works independently, with a minimum amount of supervision and may supervise laboratory personnel.
- Coordinates work, approves leave, provides training, and does performance evaluations.
- Utilizes a variety of techniques to analyze samples.
- Finalizes all required documentation in connection with water, wastewater, reclaimed and industrial pretreatment to insure regulatory compliance.
- Calibrates, modifies, and makes minor repairs to the instrumentation used in chemical analysis and monitoring.
- Determines how existing methods, procedures, and equipment should be modified to meet NELAP laboratory certification requirements.
- Adapts, modifies, redesigns, and constructs laboratory equipment and instrumentation.
- Modifies existing test procedures to meet special needs of the monitoring program.
- Investigates complaints relating to the department activities when nuisance odors and/or heath concerns are an issue.
- Prepares comprehensive reports of test results or of unique test procedures and makes oral reports.
- Prepares and conducts public information and public relations activities.
- Ability to learn and train others in related computer skills to perform analysis and record data for compliance/ regulatory reports.

EDUCATION/EXPERIENCE: Bachelor's degree in chemistry or biology required, preferably supplemented with a Florida Operator Certification in Wastewater and/or Water. Work/ supervisory experience as a chemist preferably in water and wastewater control areas is desirable. A comparable amount of education, training, or experience may be substituted for minimum requirements.
LANGUAGE SKILLS: Ability to read and interpret documents such as regulatory/ legal documents, personnel forms, and data sheets. Applicant must also be able to communicate effectively with job applicants, current employees and the general public. Applicant must be able to perform basic and advanced mathematical calculations (addition, subtraction, division, multiplication, fractions).
REASONING ABILITLY: Ability to follow oral and written instructions exactly and to prepare the laboratory analytical reports and interpret test results. Applicant must be able to read and understand safety manuals, instructions, memos, schematics, financial reports, work orders, professional journals, letters, maps, and operation guides.
OTHER SKILLS AND ABILITIES:
- Thorough knowledge of the operation and care of specialized water and wastewater monitoring and testing equipment is necessary.
- Knowledge of NELAP laboratory certification requirements and quality assurance protocol.
- Comprehensive knowledge of the elementary principles, practices and techniques of chemistry and biology as applied to water pollution control.
- Thorough knowledge of laws, ordinances, codes, and the required documentation relating to water, wastewater, reclaimed and industrial pretreatment regulatory compliance is necessary.
- Possess a valid Florida driver’s license.
WORK ENVIRONMENT/ADA: This job requires walking, standing, bending, stooping, driving, finger dexterity, and depth perception. Employee may work in an office environment or outside in various weather conditions. Working in or with moving vehicles and/or equipment may be required as well as working from heights, with radiant energy, with hands, feet and/or legs in water and may handle various solvents and chemicals.
