PUBLIC WORKS DIRECTOR
Pay Grade: E5
Dept: Public Works
Exempt: Yes
Reports to: PS Director
Hours: 40 hours a week
Date: January 2010


SUMMARY:   This is responsible administrative work in the management of the Public Works Department. This position also coordinates the services of refuse pick-up. The Public Works Director reports to the Public Services Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Plans schedules and directs through subordinate supervisors the activities of a large group of employees in the planting and upkeep of City trees, urban beautification, street maintenance, storm water and vehicle maintenance activities.
  • Procures and coordinates the contracted refuse pick-up and numerous other contacted services necessary for the function and opera of the Department.
  • Consults with subordinates on scheduling, work problems, plans, and specifications relating to proposed operation, construction, installation, and improvement projects.
  • Reviews and analyzes methods, equipment used and performance to find ways of increasing effectiveness, improving results, or effecting economies in operation and maintenance activities.
  • Inspects projects and trouble areas to determine what work is needed and the best way it can be accomplished.
  • Maintains good public relations through courteous and prompt attention to complaints.
  • Directs the keeping of records and supervises the preparation of necessary reports.
  • Presents Public Works programs to special interests, citizen groups and service clubs.
  • Represents departments at City Commission meetings.
  • Oversees the preparation of the department budget and implements authorize porogr4ams and capital projects.
  • Performs a key role in emergency management situations including restoration of City services, debris removal and contract management.
  • Responsible for the implementation of safety training and employee development programs within the Department
  • Valid Florida Drivers License is required.
QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and /or abilities required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

EDUCATION/EXPERIENCE:  A four (4) year degree from an accredited educational institution equivalent to a Bachelor of Civil Engineering, Public Administration or related field is required. A minimum of five years of progressively responsible experience in public works management or a closely related field is required. Florida Professional Engineer or Engineering Intern registration is highly desirable, but not required.  An equivalent combination of education, experience and training may be substituted for minimum requirements.

LANGUAGE SKILLS:  The applicant must have the ability to prepare and maintain required records of operation and excel in oral and written communications.

REASONING ABILITLY:  The applicant must be able to organize and supervise the work of others and to develop and maintain good personal relationships with others. The applicant must be able to read edit and prepare budgets, safety manuals, work orders, operation guides, instructions, letters, memos, journals, maps, drawings, and financial reports.

OTHER SKILLS AND ABILITIES:

  • Ability to make decisions, recognizing established precedents and practices, and use resourcefulness and tact in meeting new problems.
  • Ability to plan, assign, supervise, and coordinate the activities of several divisions of the Department.
  • Ability to determine long-range needs for expansion and reconstruction, and to plan and organize work for the efficient accomplishment of such objectives.
  • Ability to establish and maintain effective working relationships with supervisor, subordinates, officials, representatives of other agencies and the general public.
  • Excellent professional judgment and organizational skills.
  • Computer proficiency in MS computer software and standard database software is required
WORK ENVIRONMENT/ADA:  While performing the duties of this job, the employee is regularly required to sit for long of periods of time and view a display screen. Some other functions include filing, ordering files, writing reports, and the ability to input and retrieve information from a computer.
