RECREATION MANAGER
Pay Grade: 23
Dept: P&R
Exempt: Yes
Reports to: PR Director
Hours: 40 per week

SUMMARY:   This position performs professional recreation work of an administrative nature in planning the City recreation program. The employee in this class assists the Director in developing and administering a comprehensive community recreation program, including the effective use of a wide variety of recreational areas, facilities, and equipment. The Recreation Manager assures that program objectives are accomplished through the supervision of a variety of professional and paraprofessional recreation personnel assigned to specific aspects of the program. The work is performed under the general direction of the Parks and Recreation Director, but the employee must exercise independent judgment and ingenuity in accomplishing program objectives and in interpreting the needs and desires of the public.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Supervises and directs the activities and the use of public recreation facilities such as playgrounds, park areas, swimming area and community indoor and outdoor recreation centers.
  • Plans and develops recreational programs or approves activities, plans and procedures prepared by staff members.
  • Supervises scheduling, billing and requests of recreational facilities.
  • Meets and coordinates facilities, programs and activities with local community interest groups to maximize services.
  • Negotiates and monitors vendor contracts and operations.
  • Supervises maintenance of records and the preparation of quarterly, monthly, and yearly reports.
  • Coordinates the organization, staffing and operational activities on a weekly basis by publishing a calendar of events.
  • Organizes and directs, through subordinates, a comprehensive athletic and sports program for all age groups.
  • Prepare, promote and coordinate recreation activities/programs; prepare program marketing material including news releases, flyers, schedule of events, pamphlets and brochures.
  • Supervise operation, maintenance, concessions and special events at the skate park.
  • Assist in the preparation of the yearly budget, goals and objectives and quarterly performance measurements.
  • Selects and assigns, supervises, and trains full or part-time recreation personnel.
  • Coordinates the City program with other community recreational activities and assists representatives of other groups in developing and extending recreational programs..
  • Prepares budget requests for the recreation function and controls the expenditure of funds allotted in an automated budget software computer program.
  • Prepares correspondence and communications pertaining to recreation and directs the preparation of recreation publicity designed to interest the public.

EDUCATION/EXPERIENCE: High school diploma or general education degree (GED) is required. Extensive supervisory or administrative experience in organized recreation activities and possession of a Bachelor’s degree in organized recreation administration or a related field is required. Any equivalent combination of experience and training may be substituted for minimum requirements.

LANGUAGE SKILLS:  The applicant must have the ability to read and interpret documents such as financial reports, letters, and memos.  The applicant must also be able to communicate effectively with current employees and the general public.

REASONING ABILITLY:  The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. The applicant must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

OTHER SKILLS AND ABILITIES:

  • Comprehensive knowledge of the objectives and principles of public recreation, including a thorough understanding of the facilities and equipment needed in a broad recreation program and of the proper arrangement of recreation areas.
  • Thorough knowledge of a wide variety of recreation activities.
  • Thorough knowledge of human behavior psychology as applied to varied groups participating in recreation activities.
  • Ability to develop and administer a recreation program suited to the needs of the community.
  • Ability to plan, organize, coordinate and direct the activities and effective working relationships with employees, city officials, social organizations and the general public.
  • Ability to interpret effectively the policies of the Department to the employees and the public.
WORK ENVIRONMENT/ADA:  This job requires walking, standing, bending, and stooping.  The employee needs the ability to communicate both orally and writing. The employee may work in an office environment or outside in various weather conditions.
