RISK MANAGER
Pay Grade: 25
Dept: Admin Services
Exempt:  Yes
Reports to: HR Director
Hours: 40 per week
Date: November 2006

SUMMARY:   This is responsible administrative work in planning, organizing, directing, and coordinating the risk management activities of the City. The work is performed under the direction of the Human Resources Director. Supervision is exercised over the departmental staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Prepares for and attends meetings of the Citizens Advisory Committee and City Safety Committee and reports to the Committees.
  • Prepares for and attends City Commission meetings as needed.
  • Responsible for all risk management activities including, filing of claims, investigation, processing and payment of claims below deductibles and in self-insured areas.
  • Secures releases.
  • Bills individuals/companies for City damage claims.
  • Responsible for the maintenance of up-to-date insurance listings of insured property, vehicles, and certificates of insurance and policies for individuals or organizations desiring to use City property.
  • Answers inquiries.
  • Presents testimony at hearings and assists the City Attorney and the insurance companies’ appointed attorneys in litigation.   
  • Manages City’s Workman Compensation medical program.
  • Manages the City’s Drug Free Program.
  • Manages the City’s CDL licensing and random drug testing programs.
  • Manages the City’s Safety awards program.
  • Provide informative reports to the City Manager and Department Heads on status of liability and workman compensation claims.
  • Reviews all levels of insurance and procures insurance for all City assets on an annual basis.
QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and /or abilities required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

EDUCATION/EXPERIENCE: A high school diploma or general education degree (GED) is required. Considerable experience in local government personnel administration of a responsible nature is required. Graduation from an accredited college or university, preferably with a Bachelors degree in Personnel or Public Administration or an equivalent combination of education, experience and training is required. Associate of Risk Management degree is preferred.

LANGUAGE SKILLS:  The applicant must have the ability to read and interpret documents such as legal documents, personnel forms, and data sheets.  The applicant must also be able to communicate effectively with job applicants, current employees and the general public.

REASONING ABILITLY:  The applicant must have the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram forms. The applicant must also be able to deal with problems involving several variables in standardized situations when immediate guidance from the supervisor may not be available.

WORK ENVIRONMENT/ADA:  While performing the duties of this job, the employee is regularly required to sit for long of periods of time performing repetitive functions.  Some of these functions include: filing, ordering files, and processing employment forms and benefit billing statements.
