SUMMARY: This position plans and directs the City’s utility programs. This position exercises independent judgment and discretion in the interpretation of engineering problems related to the City’s works programs. This position also assumes responsibility for efficient and productive development and construction of a variety municipal inspections and utilities. General direction is received from the Public Services Director who prescribes the policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Helps to produce, manage and implement budget.
- Handles major purchases, construction jobs, and contractor interface using independent judgment.
- Responsible for directing water and wastewater plants and field operations.
- Submits documents to both State and Federal Agencies.
- Handles administration of the department.
- Inspects construction sites and enforces codes.
- Represents the City at some governmental meetings.
- Supervises various activity reports, reviews proposed plats, development plans, and drawings.
- Represents the City and dealing with other governmental jurisdictions, private firms, and the general public.
- Initiates studies or program review following suggestions made in commission meetings or public inquiry by own judgment.
- Designs utilities, drainage improvements, buildings, and other City facilitates.
- Instructs crews and handles personnel matters and residential complaints.
- Delegates work, approves leave, and completes performance evaluations.

EDUCATION/EXPERIENCE: A high school diploma or general education degree (GED) is required. A Bachelor’s degree in Engineering is required. The applicant must possess a State of Florida “A” operators certificate in water or wastewater plant treatment operation. An equivalent combination of education, training, or experience may be used as a substitute for minimum requirements.
LANGUAGE SKILLS: Employee must be able to read and interpret plans, specifications and legal documents relative to public works planning projects. Employee must also be able to communicate both orally and in writing.
REASONING ABILITLY: Applicant must be able to organize and supervise the work of others and to develop and maintain good personal relationships with others. Applicant must be able to read safety manuals, work orders, operation guides, instructions, letters, memos, journals, maps, blue prints, and financial reports.
OTHER SKILLS AND ABILITIES:
- Extensive knowledge is required in the practice of civil engineering involving planning, designing, and directing of the public engineering projects.
- Thorough understanding of the laws and regulations related to departmental activities.
- Substantial knowledge of municipal public works, planning, design, and administration.
- Ability to establish good working relationships with employees, other agencies, and the general public.
- Capability to express ideas clearly and concisely, both orally and in writing.
- Possess a valid Driver’s license issued in the State of Florida.
WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may sit, walk, stand and lift to complete job task. The employee may work inside an office. The employee also has to have finger dexterity and be able to perform basic, shop and advanced mathematical calculations.
