UTILITY BILLING CUSTOMER SERVICE SUPERVISOR
Pay Grade: 19
Dept:   Finance
Exempt:  No
Reports to: Finance Director
Hours: 40 per week
Date:  November 2006

SUMMARY:   This position performs administrative work in the servicing of meters and customer requests.  The employee reports to and receives direction from the Finance Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Assists with planning, organizing, coordinating, directing, and controlling the activities of the section to coincide with department schedules and customers' requests.
  • Acts as liaison between Customer Service and Meter reading sections.
  • Identifies problem areas and takes action to resolve.
  • Assists in directing and may participate in testing or reading meters.  
  • Performs turn on/offs as necessary.
  • Assists in training new employees.
  • Monitors vehicle operations and maintenance.
  • Monitors weekly billing readings.
  • Responsible for delivery of bills to post office or regional processing center as needed.
  • Obtains and completes service orders for daily work.

EDUCATION/EXPERIENCE: Graduation from high school, and a considerable amount of experience at the level of meter reader is required.  Extensive knowledge of service area and locations of utility meters is preferable. The employee must possess a valid Florida driver's license.  Any combination of education, experience and training may be substituted for some requirements.

REASONING ABILITY:  Must be able to communicate both orally and in writing.

OTHER SKILLS AND ABILITIES:

  • Knowledge of the methods, materials, tools, and equipment used in repair of meters and skill in their use as applied to water meters.
  • Knowledge of related occupational hazards and of standard safety precautions.
  • Ability to read meters.
  • Ability to make highly accurate simple arithmetic computations.
  • Ability to supervise meter readers and service personnel.
  • Ability to establish and maintain good working relationships with other employees and City of DeLand customers.
  • Must be in good physical condition.
  • Ability to access, input, and retrieve information from a computer.
  • Must be available after hours to answer questions from water plant operator on status of customer accounts.

WORK ENVIRONMENT/ADA:  Employees will work in an office environment, and may sit and view a display screen for extended periods of time. The employee must be in good physical condition. While performing the duties of this job, the employee may be required to walk, stand, kneel, bend, stoop, or drive.  The employee will work outside in various weather conditions and in or with moving vehicles and/or equipment.
