SUMMARY: This is professional and technical civil engineering design and analysis work in the construction and maintenance or water and sewer utility systems. Work is subject to review by the Public Services Director (City Engineer).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Designs water distribution and sanitary sewer systems including water mains, sanitary sewers, storm sewers, lift stations and related utility structures and review design of same by city consultants.
- Prepares plans specifications and bid documents for new systems.
- Performs contract administration, inspections and quality insurance testing.
- Advertises and prepares bidding for procurement of equipment and materials.
- Performs trouble shooting of existing systems and equipment.
- Coordinates with Federal, State, and County agencies.
- Prepares cost estimates.
- Analyzes and resolved work problems and assists workers in solving problems.
- Resolves customer complaints.
- Makes periodic reports regarding accomplishments of the projects.
- Reviews, devises pay plans for conformance with city standards and consultant designs suitably for city consultants.
- Performs special projects as assigned.
- Supervises CAO and technical personnel.

EDUCATION/EXPERIENCE: A high school diploma or general education degree (GED) is required. Experience in design, construction and maintenance of sewer and water systems is required. A Bachelor’s degree in civil engineering or a related field is required or an equivalent combination of education, experience and training.
LANGUAGE SKILLS: The employee must be able to read and interpret plans, specifications and legal documents relative to public works planning projects. The employee must also be able to communicate both orally and in writing.
REASONING ABILITLY: The applicant must be able to organize and supervise the work of others and to develop and maintain good personal relationships with others. The applicant must be able to read safety manuals, work orders, operation guides, instructions, letters, memos, journals, maps, blue prints, and financial reports.
OTHER SKILLS AND ABILITIES:
- Knowledge of utility systems design and construction.
- Knowledge of the water and waste water pollution laws, ordinances and regulations.
- Ability to plan and supervise the work of others.
- Ability to prepare professional reports.
- Ability to establish and maintain good relationships with employees. Other agencies and the general public.
- Good oral and written communication skills.
- Possess a valid Florida driver’s license.
WORK ENVIRONMENT/ADA: While performing the duties of this job, the employee may reach, climb, walk, stand, stoop, drive, balance or push to complete job task. The employee may work inside an office or outside in various weather conditions, in or with moving vehicles and/or equipment, uneven surfaces, grease or oils, solvents, and chemicals.
