YARD FOREMAN
Pay Grade: 16
Dept: PW/PR/UTL
Exempt:  No
Reports to: Superintendent
Hours: 40 per week
Date:  November 2006

SUMMARY:   This position supervises and works with a small group of employees engaged in semiskilled or unskilled manual labor.  This position completes work assignments in accordance with established procedures and exercises judgment in modifying work plans to meet unexpected situations.  This position receives instructions and general supervision from a supervisor or higher level of supervision.  Work is reviewed by reports and frequent site visits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Possesses a C.D.L. Class B.
  • Plans, assigns, supervises, and works with a crew engaged in such activities as installing or replacing water meters, mowing, painting, etc.
  • Reads, repairs, and makes taps for water meters.
  • Supervises and maintains the sanitary sewer collection system for the City.
  • Installs sewer mains, laterals, and storm pipes.
  • Operates sewer locator TV, backhoes, mowers, trucks, graders and other equipment.
  • Repairs and clears clogged sewer lines by operating and maintaining sewer jets.
  • Repairs airfield fences and lighting.
  • Assigns personnel to work tasks and assists them with their job.
  • Responsible for monitoring and maintaining supplies and equipment.
  • Maintains yards, buildings, water well houses, lift stations, vehicles, water pumps, streets and sidewalks, athletic fields, playgrounds, roadways, fences, gates, lighting, and runway.
  • Assigns work and performs evaluations of workers.
  • May have to operate heavy equipment such as loaders, backhoe, Vac equipment.
  • Possesses basic computer skills for work order assignments.
QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and/or abilities required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

EDUCATION/EXPERIENCE: Graduation from high school or possession of a GED, preferably supplemented by a considerable amount of experience in public works and public utilities, or in construction trades with some experience as a lead worker or the equivalent of a Labor III level is required.  A comparable amount of education, training, or experience may be substituted for the minimum requirements. The applicant must maintain a valid Florida CDL license minimum class “B”. A class “C” certificate issued by the FWPCOA may be required in distribution/collection systems operations.

REASONING ABILITLY: The employee must also be able to follow complex oral and written instructions.

OTHER SKILLS AND ABILITIES:

  • Ability to keep records and prepare simple reports.
  • Ability to use various hand and power tools related to the job in the operation of automotive equipment.
  • Ability to perform basic mathematical calculations such as addition, subtraction, division, multiplication, and fractions.
  • Ability to read safety manuals, work orders, operation guides, legal documents, instructions, letters, memos, journals, and maps.
  • Possesses a valid Florida driver’s license.
WORK ENVIRONMENT/ADA:  The employee may work inside an office environment, or outside in various weather conditions, with radiant energy, grease or oils, solvents, or chemicals.  Employees may have to work in dusty conditions, poor lighting, noisy conditions, and darkness or on uneven surfaces.  Some job tasks may require employee to bend, stoop, drive, kneel, operate equipment, crawl, push or lift or carry 75 pounds or less.
