ZONING TECHNICIAN
Pay Grade: 17
Dept: Planning
Exempt:  No
Reports to: Planning Director  
Hours: 40 per week
Date: November 2006

SUMMARY:   This is a professional technical position enforcing the City of DeLand’s zoning and other related land development ordinances through the review of site plans submitted with building permits and more complex site plans.  Work also includes answering public inquiries about zoning and land development regulations. Work is conducted under the direct supervision of the Planning Director but will require coordinating with the Building Official or his designee on a daily basis.  This job requires a thorough knowledge of the zoning process and the ability to follow through on responsibilities. Work involves substantial public contact and independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Reviews all building permit applications for new construction to assure that zoning ordinance and other land development code requirements are met.
  • Creates and maintains computer spreadsheets to track special requirements of various PD agreements.
  • Reviews all sign permits for compliance with land development regulations.
  • Prepares written comments regarding any changes to building permit site plans that are needed to meet ordinance requirements.
  • Coordinates with building plan reviewers and planners to assure that all corrections are made.
  • Meets with public as needed to explain comments.
  • Assists in the review and analysis of Class II and III site development plans for compliance with zoning codes.
  • Coordinates with Planners in written preparation of reports or meeting with the public to explain applications needed to obtain zoning approval, such as variances or parking waivers.
  • Assigns street addresses to new subdivisions.
  • Responds orally or in writing to questions from the public relating to zoning of lands, allowable uses, development standards, application requirements and other similar matters.
  • Responds to questions from the public about applications that have been filed on various properties.
QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skills, and /or abilities required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

EDUCATION/EXPERIENCE: A high school diploma or general education degree (GED) is required. Two years experience in site plan review and zoning administration, Associate’s degree with course work in planning, zoning or engineering is preferred.

LANGUAGE SKILLS:  The employee must be able to read and interpret plans, specifications and legal documents relative to zoning and land development regulations.  The employee must also be able to communicate both orally and in writing.

REASONING ABILITLY:  The employee must also be able to follow complex oral and written instructions.

OTHER SKILLS AND ABILITIES:

  • Knowledge of the methods and techniques for administering zoning regulations and the legal procedures for enforcing zoning regulations.
  • Knowledge of architectural, building, and planning regulations.
  • Ability to learn federal, state, and local zoning ordinances, codes, laws, rules and regulations.
  • Ability to read and interpret construction documents.
  • Ability to perform basic mathematical calculations.
  • Ability to locate properties on a map using legal descriptions.
  • Ability to measure using an engineer’s and architects scale.
  • Ability to compute rate, ratio, percent, proportions, percentages, area and volume.
  • Ability to communicate effectively both orally and in writing.
  • Good knowledge of computer operations and software.
  • Ability to work well with others.
  • Ability to maintain good relationships with other agencies and the general public.
  • Applicant must possess a driver’s license issued by the State of Florida.
WORK ENVIRONMENT/ADA:  While performing the duties of this job, the employee is regularly required to sit for long of periods of time and view a display screen. Some other functions include: filing, ordering files, writing reports.  Outside work to access site conditions and determine land uses is occasionally required.
